Northwest Oregon Works (NOW), the workforce development board serving Columbia, Clatsop, Tillamook, Lincoln and Benton counties, has released a Request for Proposal (RFP) for Title 1B and One-Stop Operator Services. Both RFPs are seeking proposals from qualified and experienced organizations for the coordination and delivery of Workforce Innovation and Opportunity Act (WIOA) services in the Northwest Oregon Works region. This RFP session will start on 04/01/2025 at 5pm and will end on 05/01/2025 at 5pm. Any applications received after the deadline will not be accepted or considered.

WIOA Title 1B Service Provider
NOW is offering interested organizations an opportunity to respond to this Request for Proposals (RFP) which seeks a qualified organization to provide workforce development services to youth, adults and dislocated workers in each of the five counties. Responders must be agencies, educational institutions, non-profits or for-profit organizations that meet the administrative and fiscal capacity requirements of this solicitation. To ensure open competitiveness in this process, evaluation considerations will be afforded for organizations applying to this solicitation that have no demonstrable prior experience providing federally- funded workforce programs. Application by any qualifying organization is encouraged.
It is expected that the RFP will result in one cost-reimbursement contract in an amount of $444,000 for Lincoln and Benton Counties and $666,000 for Clatsop, Columbia and Tillamook Counties. The duration of the contract is July 1, 2025 through June 30, 2026, with the opportunity to renew for up to three subsequent program years, at the sole discretion of NOW. Additional funding streams may come available, and the contract may be modified to include additional funding. Contractor performance will be a factor considered in contract renewal or extension, as will funding availability. Contract budgets will be negotiated on an annual basis and are contingent upon funds availability and/or other considerations from NOW.
The successful bidder may also serve as the designated service provider for additional federal and state funds granted to NOW, such as National Dislocated Worker Grants (WIOA Section 170), sector-related grants, and state-funded requirements and projects. The proposers should be familiar with the U.S. Department of Labor National Dislocated Worker Grant Regulations and Guidelines.

One-Stop Operator Service Provider
Northwest Oregon Works is inviting proposals from qualified entities to serve as the One-Stop Operator (OSO) under the Workforce Innovation and Opportunity Act (WIOA) and 20 CFR 681.400. The selected OSO will be responsible for delivering integrated and customer-focused services in Benton, Clatsop, Columbia, Lincoln, and Tillamook Counties, ensuring seamless coordination among various workforce system partners. Approximately $25,000 will be available annually to perform these services. Work will begin on July 1, 2025 to June 30, 2026, with the potential for contract renewal annually until June 30, 2029, based on funding availability and/or contractor performance.
The One-Stop Operator plays a critical role in promoting an integrated workforce system that emphasizes customer-centered service delivery. This role includes enhancing collaboration among workforce partners and ensuring compliance with all applicable WIOA regulations. A significant aspect of the One-Stop Operator’s duties involves working closely with the Local Leadership Team (LLT) to facilitate effective communication and coordination between workforce system stakeholders. This collaboration aims to optimize resource utilization and improve service delivery outcomes, ultimately contributing to a well-integrated and efficient workforce development ecosystem.

High impact workforce solutions are important for the communities we serve. NOW mobilizes opportunities that support critical industry sectors, foster the development of career pathways for youth and adults, and educate communities about the workforce services available in the local area.
Dollars Invested
Since its establishment in 2014, Northwest Oregon Works has invested more than $xxxx in local workforce programs, businesses, and individuals throughout the five-county region.
People Trained
Training programs funded by NOW are provided by Community Services Consortium and Equus Workforce Solutions. The chart shows the distribution of the types of NOW-funded training completed by individuals in program year 2020 from a variety of fund sources.
Increased Resources
Since 2019, in addition to WIOA formula funds, Northwest Oregon Works has secured and administered over $3 million in funds to invest into workforce programs for youth, adults and dislocated workers. Funding sources include competitive grants from Youth Development Division, Oregon Health Authority, State Apprenticeship Expansion Equity and Innovation, and Ford Family Foundation; emergency relief grants such as National Dislocated Worker Grants, National Emergency Grants , Echo Mountain Disaster Recovery Funds, and State COVID Relief Funds; as well as state resources for DHS Youth Employment, Work EX, and Industry Engagement activities.
