JOB SUMMARY

The Maritime Sector Coordinator will oversee the implementation of workforce development initiatives within the maritime sector, ensuring alignment with partner organizations, targeted populations, and project objectives. This role involves collaboration with mandated partners, strategic planning, and coordination of services to support participants’ successful entry into maritime occupations and industries.

 

This is a grant-funded position ending June 30, 2025.  The coordinator may be asked to remain on staff beyond the life of the grant in a revised capacity depending on performance and budgetary considerations. This position is eligible for full employment benefits.

ESSENTIAL JOB FUNCTIONS

  • Works proactively and cooperatively within maritime economic development, community-based organizations, workforce, and regional businesses to facilitate development, improvement, communication, information gathering, and partnerships.
  • Work collaboratively with other members of the NOW team to develop innovative and customer-driven strategies for aligning maritime business services with training related services within the region.
  • Lead and facilitate industry advocacy with local and national leaders to open doors for greater opportunity and support in NOW’s local maritime area.
  • Identifies and evaluates sector and workforce outcomes, strengths, weaknesses, and performance gaps and adjusts accordingly for maximum success.
  • Serve as the primary point of contact for both business leaders and public partners for sector and workforce partnerships, acting as an information hub to connect and network participants.
  • Meets, coordinates, and collaborates with area businesses, chambers of commerce, human resource associations, industry associations and economic development organizations on an ongoing basis to determine specific sector and workforce needs.
  • Provide recommendations and deploy approved strategies that will increase skilled
  • Spread the word about the sector and workforce partnerships among public partners, encouraging them to actively participate and use the partnerships as the “shared table” to collaborate with employers.

·         Partner Collaboration:

    • Develop partnerships with mandated partners, including community colleges, school districts, and regional networks supporting STEM education.
    • Collaborate with other workforce partners to enhance support for maritime workforce development initiatives.
    • Coordinate efforts with mandated partners to maximize resources and ensure alignment with project goals.

·         Occupations and Industries:

    • Identify and support occupations and industries within the maritime sector that align with workforce development goals.
    • Conduct research and analysis to understand current and emerging needs within the maritime workforce.
    • Develop strategies to address skills gaps and promote growth opportunities in targeted occupations and industries.

·         Participant Engagement:

    • Estimate the number of participants to be served and the associated cost per participant.
    • Develop outreach strategies to engage priority populations, including youth (16-24), job seekers, and employed individuals.
    • Ensure at least 80% of participants are from priority populations, including individuals receiving public assistance, justice-involved individuals, veterans, and persons with disabilities or substance abuse issues.

·         Offers Wraparound Support Services:

    • Coordinate wraparound support services for participants, addressing housing, transportation, counseling, and healthcare needs.
    • Develop partnerships with community-based organizations to enhance service delivery and support participant success.
    • Monitor participant progress and adjust support services as needed to ensure successful outcomes.

·         Project Completion and Transition:

    • Develop a plan to ensure all participation funded by the grant is completed by June 30, 2025, or transitioned to other funding sources.
    • Monitor project timelines and milestones to ensure timely completion of activities.
    • Coordinate with funding agencies and stakeholders to facilitate smooth transitions for participants and programs.

·         Integration with Local Workforce Strategies:

    • Align the project plan with local workforce sector strategies and priorities.
    • Participate in local workforce development initiatives and collaborate with sector stakeholders to leverage resources and expertise.
    • Identify opportunities for collaboration and coordination to maximize impact and sustainability.
  • Significant travel throughout our 5-county region.
  • Other duties as assigned.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Experience in workforce development, project management, or related fields.
  • Strong understanding of the maritime industry and workforce development principles.
  • Minimum of 5 years work experience in a maritime related industry.
  • Excellent communication, collaboration, and problem-solving skills.
  • Ability to work effectively with diverse populations and stakeholders.
  • Commitment to equity, diversity, and inclusion in workforce development efforts.

·         Proficient in technology such as online meeting platforms, basic trouble shooting on a personal computer, working knowledge of Microsoft Office programs; Outlook, Word, Excel, PowerPoint, and other program specific applications.

  • Outgoing with willingness and diligence to reach out to businesses, make cold calls, work with new partners, and jump into new situations.
  • Knowledge of the Workforce Innovation and Opportunity Act. (WIOA)
WORKING CONDITIONS/PHYSICAL REQUIREMENTS

Work environment includes remote office, main office appointments and face-to-face interactions as needed.  Requires regular travel in the five-county region, occasional travel within Oregon state, and national meeting attendance.

Requires significant use of a computer, phone, and general office equipment.

Requires the ability to communicate effectively through reading, writing, and speaking in person, zoom meetings or on telephone.
