Adult Investments

The primary NOW investment for adults in our communities is through WorkSource Oregon.  WorkSource is a partnership of workforce agencies who provide services and resources to all individuals who are looking for work. These services and resources include classes preparing people to look for work, support looking for jobs and scholarships for training. WorkSource Oregon is a partnership.  The Oregon Employment Department, Department of Human Services, Veterans Services, Easter Seals are just a few of the providers who offer services through WorkSource in addition to NOW-funded service providers: Equus Workforce Services and Community Services Consortium.

Per the Workforce Innovation and Opportunity Act, Title I formula funds allocated to local areas for adults and dislocated workers must be used to provide career and training through the one-stop delivery system (WorkSource Oregon). Per 20 CFR 680.140 of the same legislation, local workforce boards (NOW) are responsible for determining the most appropriate delivery of these services.

In the Northwest Oregon workforce area, Adult and Dislocated Worker services are provided through WorkSource Oregon by Equus Workforce Solutions.  Equus was selected through an open and competitive procurement process with contracts effective on a July 1 – June 30 basis and renewed in accordance with NOW procurement policies.  Providers of Title I Adult and Dislocated Worker Services are considered sub-recipients of federal funds and are required to follow Uniform Guidance, are monitored annually for fiscal and programmatic compliance and provide regular reporting on performance measures.
