Q.  For Youth budgeting, your Special Rules state that not less than 20% must be spent on WEX and not less than 35% must be budgeted for direct participant costs.  Are WEX expenditures considered part of direct participant costs?  In other words, does the 20% for WEX make up part of the 35% requirement for direct participant costs, or are these considered separate categories?
